Based on systematization of international experience of creation competitive higher educational establishments the importance of state's supporting role for development world class universities has been proved. Experimental cluster model of countries distribution by the level of higher education state support was suggested that enabled to detect a strong positive statistical relationship between public funding of higher education per student, GDP per capita, presence of universities in the Shanghai ranking and national higher education systems quality. Effective approach to selecting strategy models of creation highly competitive universities in different countries, based on existing level of their economic development, current financial capacity of state to support university sector and national priorities in the field of education and science developed. Positions of Ukraine in the cluster hierarchy of countries were identified, corresponding with low level of higher education state financial support, its moderate level of quality, lack of universities in authoritative academic rankings and at the same time high potential of their development. According to results of monitoring and evaluation of modern national strategies to increase the competitiveness of universities strategic directions of state support of creation world-class universities in Ukraine suggested, in particular: targeted investment of state financial resources in widening of leading universities’ competitive potential, promotion of international scientific publication activity and international academic exchange, provision of real university academic and financial autonomy, creating favorable conditions for development of partnerships between universities and business, ensuring high social standards for researchers and teachers. Available at: http://vo.hse.ru/en/2014--1/117869401.html Abstract The author considers key factors of universities’ global competitiveness that internationally determine their advantages in terms of conducting scientific research, provision of educational services and accomplishing important social tasks. A strategic role of the state in developing competitive higher education shows itself in design and implementation of comprehensive national strategies of establishing world-class universities that would ensure prominent research results, in reformation of university sector management systems and in provision of an efficient competitive academic setting. In the article there is an analysis of statistic data from 50 countries of the world concerning expenses for higher education, higher school quality indicators and the presence of national universities in global university rankings. The analysis revealed a close positive interrelation between the level and dynamics of overall expenses for higher education per student, between national higher education relative quality and including universities of one or another country into the Shanghai ranking. The author reasons parameters of public and private expenses per student that are optimal in terms of formation of an efficient higher education model and provision of its global competitiveness. On the basis of evaluation of the current state and development trends for higher education in Ukraine basic barriers on the way of establishing national world-class universities are determined: shortage of higher education institutions’ financial resources and an inefficient university sector management model. The author systematizes political priorities, strategic goals and directions of Ukraine’s public policy in the field of scientific research and education, aimed at creating competitive universities.
